Alright, first off you would never copy a character right? It's impolite, it's design theft, it's rude, and you'd know how it feels, correct?
So what makes it okay to take a popular artist's ocs and "improve" them and call them your oc just because you don't like the oc or the artist?

It's about as wrong as hate-art or design theft, because guess what? It kind of counts as both.

If I were a bitchy artist, and someone took Glowstick, my neon pony, thinking they could make her look better renaming her, giving her only slight changes, do you really think that's going to improve my attitude or make me want to change my character? Hmm?  No, not really.

Sometimes the oc is offensive, sometimes it's really mary sue-ish, sometimes it just doesn't make sense, but come on, it's their oc and if they want it that way, then leave it. You can try giving helpful polite criticism WHICH IS NOT "OMG UR OC IS TOO NEON MARY SUE MARY SUE!!!!!!" or "GOD YOU'RE SUCH A HEARTLESS PERSON UR OC IS OFFENSICVEEE!!!" in order to get a calm reply, you need to be calm. Perhaps point out something you like along with something you don't, so you don't sound like an asshole. "Gosh, I love the backstory, and the art is great, but I think the colors could be less saturated, and maybe the accessories are a little bit cluttering." or "Hey, ah, well this oc has a great look, and I love their personality, except for that one part about [insert offensive thing here] would you mind changing that?" And if they don't accept the criticism, or they respond rudely, don't start an all out war against them, be the bigger person and block/ignore their oc. I understand offensive ocs can make people cry/relive bad memories, but not everything can be trigger tagged or censored, I'm sorry to admit that. Another good thing would be to ask for the pic to be tagged/hidden as something like not for sensitive people or whatever that thing is.

TL;DR up there is basically saying if you don't like the artist/oc don't copy/draw hate art, be the bigger person and block/ignore them.

Lately I've seen a lot of (mainly two artist's) hate art/design theft ocs. Because all of the sudden it's okay if they're mean, or if their oc is "over the top". 

And yet, the same people that do this would probably feel terrible if someone took their oc and drew it dying or murdering itself, raping other ponies, or someone copying their oc because "it looks better this way" or "they wouldn't change it".

It's never okay, and you really should not feel entitled to someone's ocs because they're a bad person/their oc is bad.

Find some other way to spread your hate, go ahead and rant, go ahead and bash them to your friends (don't do this in public places, preferably private messaging or on skype, it's harmless that way. ) , you don't have to be their friend, you can block them on dA or on tumblr, but come on, their ocs are theirs and as a fellow artist you should understand just how much it hurts to have one treated like that or copied. 

I really don't want to argue with anyone, and I know a few people with copy ocs that are actually nice people, so I don't think you're a terrible person if you copy or "improve" ocs/draw hate art, you just need to understand what it's doing to the original artists/owners of those characters.

Just please, please please stop this.

I feel the same way, and have a similar approach if there is something on a character that looks weird or is offensive.
Talk to them, compliment what I think is good on their OC, ask about eventual back story, and the ask nicely what they thought about, if they had a meaning, or a "hidden" meaning to why something looks the way it does. Like, I have a character who wears a scarf. To others they say they have a scar on their throat, but the really have a tattoo that is a part of their past they don't want to bring up.

For me that approach have worked really well :)
